Companion Machinist Tool Holder/Clamp. Brass??

Machinist estate item... Vintage Companion Tool holder/clamp,not sure of its use.  8" long,2 1/2" wide, 2" high. Jaws open to 3 1/4". Frame may be brass. Magnet does not stick(except to shaft & jaw plates) and see a few small shiny spots. . Weighs 3 lb.. . Looks in Good condition..Shaft turns freely. . Untested selling As Is ! ....  Free Shipping...
