The Dubuque & Sioux City Railroad was incorporated in 1860 as a successor to the Dubuque & Pacific Railroad that was chartered in 1853 to build a line from Dubuque, Iowa to a point near Sioux City on the Missouri River, however, only 78 miles of track were laid west of Dubuque before the line went into receivership in 1860. The Dubuque & Sioux City was formed by Morris K. Jessup (see bio below), and reached Cedar Falls, Iowa by April 1961 at a time when the Civil War had just begun, which delayed completion of the road until after the war in 1865. By June of 1866, the line had reached 143 miles west to Iowa Falls, roughly half way across the state. Due to competition from other railroads to reach the Missouri River first, the Dubuque & Sioux City made a deal with the Illinois Central Railroad in 1867 to a lease agreement of their 143 miles of track for 23 years, and the Iowa Falls & Sioux City Railroad would acquire the franchise, right-of-way, and land grants belonging to the Dubuque & Sioux City west to Iowa Falls to Sioux City.
Morris Ketchum Jessup (1830 – 1908) was a prominent merchant, banker, and philanthropist who was president of the Dubuque & Sioux City Railroad, the Lackawanna Railroad, the Cleveland & Marietta Railroad, the Chicago & Alton Railroad, and the Toledo, Logansport & Burlington Railway. Jessup was also president of the American Museum of Natural History in New York City, president of the New York City Camber of Commerce, and one of the original founders of the YMCA.
